         You are hereby informed that your above referred tender read  with subsequent  letters  mentioned above for the stores specified  in  the  schedules  annexed  has  been accepted.  This rate contract will be governed by the terms and conditions brought out in the Form No. DGS&D-1001 amended upto date (available from DGS&D Sale Counters on payment of Rs. 50/=).  The Rate Contract and the Schedules annexed hereto shall be the sole repository of this Rate Contract Transaction.

Essential Functional Features:

 

1.         The machine shall automatically date and mail with dispatch date, cancel letters and give clear accurate impression.

2.         Numeric keypad, LCD display to read numerical values, function keys for storing small operational programmes.

3                    Portable electronic postage meter can either be of fixed type or of detachable type designed to fit quickly and easily (the type quoted shall be clearly brought out in the offers).

4                    Provisions for high value lock (to prevent over franking by error) and low credit warning mechanism.

5                    A dater window to allow the user to check the date and a check date reminder for not allowing the use of the machine until the date has been checked.

6                    Self diagnostic system to display the fault and the action to be taken.

7                    Machine should be able to handle article thickness up to 6mm.

8                    Machine shall be capable to serve at least multiple user accounts (number of users the machine can handle shall be brought out in the offer).

9                    Facility for printing adhesive labels for processing of thicker envelops and articles.

 

ESSENTIAL SECURITY FEATURES:

 

1.         The machine shall be tamper proof to protect Deptt. of Posts against loss of revenue from fraud, manipulation, disoperation or breakdown.  The user should not be able to change to contents of the registers, which record the results/log of franking.

2.         Machine shall either have integral electronic password for preventing unauthorized use or a provision of security key.

3.                  The mechanical rotary parts shall be so designed and assembled that a user cannot tamper with the alignment of gears, printing wheels etc. to print on the envelops a frank value other than the one, which is being recorded in the electronic registers.  Any attempts to manipulate either the electronics or the mechanical parts by user shall result in irreversible changes which should not only make the machine non-functional, but the attempted changes should be observable by physical inspection of the machine.

4.            The machine should get automatically locked once the upper limit on the ascending register value is reached.  It should also not be possible to reset the ascending registers.

5.                  Printing of franks by laser, thermal or inkjet process shall have provision for printing a unique encrypted identification number with each frank.  The encrypted number should be a function of date, time machine S.No. and frank value.  Encryption algorithm shall be provided by the Department of Posts to the users.

6.                  Operating instruction manual, spare parts manual and other relevant literature shall be supplied alongwith each machine.

7.                  The product shall show no deterioration in performance in respect of quality of print and mail transport after having been subjected to the following Environmental cycle.  This shall be treated as a type test to prove the design of the machine.

a.       Cold test at 0degree C for 4 hours.

b.      Dry Heat test at 45 degree C for 4 hours.

c.       Damp Heat Test at 40 degree C and 95% RH for one cycle of 24 hours.
