Subject:- E-tendering lowering of mandatory threshold –  regarding

 

          DGS&D has adopted e-procurement as part of its computersation efforts.  E-tendering has been an important component of this project and DGS&D has been having e-tendering for all cases where the drawls were likely to be Rs.5 crores or higher.

 

          The matter was discussed in a meeting with AS&FA, Department of Commerce in the office of CCA (Supplies) on 29.12.2005.  As discussed, e-tendering is now being made mandatory for all cases in DGS&D from 1st April, 2006 except certain special items like Cement, B-twill, Bags etc.  Any directorate that intends to do manual tendering because of the special nature of the item may take special sanction of DG (S&D) through their respective DDG.

 

          DOC had already given their approval for e-bidding subject to certain conditions vide their I.D note No.7(7)/2005–P dated 7.9.2005.  It is enjoined upon the Director of Supplies to follow these conditions strictly and without fail (copy enclosed).

 

          It is once again reiterated that all tenders opened from 1st April, 2006 in DGS&D will be through Electronic Tendering only except special items.

 

          DG (S&D) has approved.
