MINUTES OF THE CONSULTATIVE COMMITTEE MEETING HELD UNDER THE CHAIRMANSHIP OF DDG(G) ON 4.11.2008 AT 3.00 P.M. FOR CONCLUSION OF NEW ITEM TUBULAR BATTERIES.

Firm’s reps : M/s. Power Build Batteries, M/s. Excise Industries Ltd., Kukreja Rubber, Bindal Batteries, Premier Battery, Kukreja Transpower,

 

            This meeting was held in continuation to the meeting held on 14.10.2008.  The decisions taken in the previous meeting were brought out for the information of the participants.

 

            It was mentioned by the firms’ reps that there is also a requirement for 130AH/135 AH and 200 AH and requested that the same may also be included.  Accordingly, it was decided to include the same. 

 

            Although in the previous meeting, it was mentioned by the firm’s rep that all the tests specified in the relevant IS specification are short duration tests and they would furnish the type test certificates for the same at the time of applying for registration, the firm’s reps mentioned that this information was not correct to the extent that the relevant specification also include Endurance test, which would take about 6 months’ time.  In addition, the waiting time may be 1-2 months depending upon the laboratory and as such, the total time taken in getting the reports by them would be about 8 months.  Since it was considered not advisable to defer the conclusion of the Rate Contract by 6 months, it was decided that the firms would submit test reports for all the tests from any Govt. laboratory at the time of applying for registration except for Endurance test, for which the test report would be submitted at the time of inspection of the first lot.  The firms mentioned that since the submission of the test report for Endurance test  may be possible after 3-4 months of the conclusion of the Rate Contract, they requested that the validity period of the Rate contract may also be enhanced from one year to two year especially when the rate contracts would provide for price variation clause.  The firm’s request was considered in order and the same was accepted.

 

            The reps of M/s Exide pointed out that they have got certain battery models, which carry standard warranty period of 5 years.  The firm’s reps also mentioned that the Tubular batteries have long life of about 7-8 years and as such, an   option   may  be   provided  in  the  tender enquiry for Tubular batteries   with

 

3 years warranty and 5 years warranty.  The views of the remaining firms were called and all the firms agreed to the same.  It was, therefore, decided that two separate schedules may be included in the tender enquiry, one for the Tubular batteries with warranty of 3 years and the other for Tubular batteries for warranty of 5 years.

            Although it was decided in the last meeting on 14.10.2008 that the firms would bring the details of the leads being used in each rating of batteries, the details of the ratings were only brought by M/s Exide.  They informed the weights of different ratings of batteries as under:-

 

 

 

 

 

 

 

The reps of M/s Exide mentioned that since the ratings of 130/135 AH and 200 AH have been decided to be added in this meeting, they would furnish the weights of lead for these ratings in due course.  All the firms were asked to furnish the weights for all the ratings within a weeks’ time, so as to firm up the consumption of the lead for the various ratings of Tubular batteries.

 

            The reps of M/s Exide mentioned that there are different technologies being used in the manufacturing of the Tubular plates.  They mentioned that primarily there were 3 technologies which are being commonly used i.e. conventional method (ii) Pressure die- casting machine and  (iii)  HAIDI Machine used for making castings under extremely high pressure.  They mentioned that the firm should be asked to specify the technology being used by them as the quality of the Tubular plates would depend on the same.  They, therefore, requested that in the tender enquiry, the firms may be asked to furnish list of machinery and testing equipment as is being done by certain other Govt. departments. 

 

It was clarified by DGS&D that the relevant specification do not provide for technology to be used for  manufacture of the Tubular plates and as such, it was open for the firms to use any technology so long as the IS specifications are met. It was also clarified that at the time of grant of registration, the plant, machinery and the testing equipment are duly verified by QA Officer and as such,  there was no need to call for these details.

 

Errors/Omissions, if any, should be intimated to IT Dte. by  25.11.2008

              Initiating the discussion, Chairman welcomed the participants and explained that although specifications were finalized in the last CCM held on 20.08.08, but some of the firms have made representation regarding classification of Franking Machine models based on speed i.e., letters per hour.  Therefore, CCM has been convened again to resolve this issue.

               

               The representatives of Deptt. of Posts explained that technology of franking machines have been approved but models are yet to be approved.  M/s Pitney Bowes, M/s Neo Post and M/s Forbes are the main manufacturers of this item but majority market share pertains to M/s Pitney Bowes.  It was also clarified that Deptt. of Posts initially intimated machine requirement of more than 10 articles/minutes.  Franking speed circulated by Deptt. of Posts on 20.08.08 was discussed and it was decided that low end machines in the range of 600 to 1200 may also be included.  Franking speeds were again deliberated in CCM on 27.08.08 and finalized.  Deptt. of Posts rep. explained that their letter dated 28.08.08 has simply clarified the continuity in the range.

 

                Chairman accordingly requested various participants in the CCM to put forward their views on the speed range so that speed of various categories of the machines may be finalized.

                While the field  representative of Department of Posts emphasized that the requirement pattern is in the same fashion as decided in the last CCM.  This was corroborated by representative of M/s Teleposts, Neoposts and M/s Forbes.  However, representatives of M/s Pitney Bowes and M/s Kilburn requested that only the minimum speed should be specified for each category of machines and intimated that in the past, rate contracts were concluded for speed of 2400 letters per hour being the most popular and fast moving, therefore, requested that minimum speed of 2400 articles per hour should be retained in the specification.  After detailed deliberations, House was of the view that minimum speed should be prescribed in the specification rather than a particular range. 

 

               Representative of Department of Posts clarified that they have recommended the speed of franking machines in various categories as outcome of their deliberations with trade, end users and decision in the Department of Posts.  However, it was intimated that they require minimum two manufacturers for each model so as to get competitive prices.  It was also stated that approval of competent authority has been taken in the Department of Posts before recommending these speeds to DGS&D for incorporation in the Tender Enquiry. 

 

               It was noted by House that while Department of Posts recommended speed up to 2500 Articles per hour for the low end machine, it was subsequently revised to min. 1200 – max. 2400.  In response to the query as to why Department of Posts recommended different speeds in their fax message dated 28.08.08 than those recommended initially, representative from Department of Posts informed that the changes were recommended based on the feedback received from the Manufacturers participated in the CCM.  However, they still recommended that the speeds, as recommended by them on 28.08.08 may be followed.  It was also noted by the House that in their aforesaid recommendations, Department of Posts recommended minimum speed in each category.  The House, however, noted that instead of min. and max. range, only minimum speed of each type of the machine should be specified.  Accordingly rep. from Deptt. of Posts recommended the following  speeds in the various categories.

              The rep. from Department of Posts also informed that with above speed categorization, DGS&D will get at least two manufacturers for each item, and hence there shall be competition and end user will also get choice while placing supply orders.  While the reps. of M/s Telepost and M/s Forbes were satisfied with the decision of the CCM, M/s Pitney Bows conveyed their reservations as they wanted the minimum peed of 2400 articles/hour as in the previous rate contracts should also be retained in the specification.  Rep. of Deptt. of Posts also desired that only such models should be considered where there are participation from two manufacturers.  The Committee decided to go with the recommendations of Department of Posts as stipulated above.

 

            All the firms representatives were also advised to get themselves registered with DGS&D as registration with DGS&D on date of T.O. is mandatory before award of R/C.
