Fresh suggestions of new items for Rate Contract received from Users Department

However, QA Wing may consider its inclusion in TP, which is yet to be made/ finalized by them.

Though several attempts were made to collect various information for the costing, the required information was not forthcoming. Therefore, there is no possibility of concluding the RC.

ANNEXURE-II

Fresh suggestions of new items for Rate Contract received from Firms

Telecommunication Consultants India Limited, a Government of India enterprise, has requested that e-procurement software/ services offered by TCIL through its ASP, i.e., e-procurement portal to be brought under DGS&D RC. It is stated that this is a ‘ready to use’ e-procurement portal and no customization is required. Firm has been asked to send their proposal in the prescribed proforma. IT Dte has intimated that RC for ERP under MFPA scheme is under litigation at Delhi High Court. TCIL request has been decided to be filed with the approval of DG(S&D).
2	Disinfectant for Surgical and Dental Instruments	Biosafe Medical India, Ranchi.	Hospitals	The firm has referred the items disinfectant for surgical and dental instruments, disinfectant for surface & environment, hand & skin disinfectants, quick hard surfaces & equipment disinfectant, daily cleaning & disinfect of suction system and weekly cleaning & disinfecting of suction system. These items have been referred by OC Dte through ADG (J). The firm has not indicated any IS specifications for the products offered. However, they have obtained a few orders from various hospitals including AIIMS and Military Hospitals. These items may be covered under Drugs & Cosmetic Act and may be procured by M/o Health & FW or by various hospitals under their delegated financial powers. However, the items hand-wash and hand-clean were dropped in the Sub-Committee meeting held on 17-6-2011 items being governed by Drug and Cosmetic Act and no IS specifications available. May be discussed in the Sub-Committee meeting.
3	Optical Power Meter	Caltronix, Kolkata	Govt. Deptt.	The firm has indicated that there is requirement of this item from BSNL, CESC and Eastern Railways. The total value of orders received during 2007-09 is to the tune of Rs. 2,34,500/- only. Firm has not indicated any IS specification and their annual turnover is Rs. 30 lakh. Since, the item is not required by the Central Government Departments and drawl being meagre, not worth bringing on RC. May discuss in the Committee.
4	MicrobAce brand Germicidal solutions for hospital	Arcotech Biochem Ltd., Delhi	Hospitals	They are sole manufacturer and supplier of MicrobAce i.e. a mild aqueous solution with powerful germicidal properties. Firm has been requested to furnish details of their product as per standard Performa. Reply is awaited from firm. M/o Health has been requested to furnish comments about applicability of product in Govt. Hospitals. The relevant IS specifications and drawls not indicated.
5	Moving Display Board	Ajanta Manufacturing Samakhiary, Gujrat	Hospitals/ Govt. Deptts.	The Sub-Committee had already considered similar item on M/s Nitiraj Engineers, Dhule on 17.06.2011 and did not find the same worthy of bringing of Rate Contract. The firm was intimated accordingly. May discuss in the meeting.
6	Trolley mounted DG Set	Elmech Engineers, Howrah	Govt. Deptts.	It is noted that the items is simply an add-on item to the Diesel Gen. Sets and not a new item. DG Sets are already on R/C in the ME Dte and they may bring the matter before next CCM for its consideration.
7	Diesel Generating Set Lower Rating	Skyline Power Solutions	Govt. Deptts.	DG Sets (lower rating) is already on R/C in the ME Dte. Firm has requested that DG Sets with 3000 rpm may also be brought on RC in addition to DG sets with 1500 rpm on RC. This item is already on RC and cannot be treated as a new item. DDG(QA)HQ and Director (ME) were requested vide ID dated 17/08/2011 to furnish their comments on firm’s suggestion. Reply is awaited.
8	Diesel Generating Set Lower Rating	Continental Engines Ltd.,	Govt. Deptts.	Same as Sl. No. 7 above.
9	Garbage Bins Cleaning Tools and Biodegradable Bags and Glasses	Attitude Life Science Products	Hospitals & other Deptts.	Firm was requested to give details in prescribed proforma. However, details regarding ISO/BIS Standard, S/Order details received from various Central Govt. Deptts have not been given.
10	Wrap Seal/ Seal Stick repair	Shah sales Corpn.	State Govt.	Firm has been requested to give details in the prescribed proforma, which is awaited. Moreover, this firm is a sole distributor of foreign manufacturer in Singapore. It is seen from the detail of supplies made that requirement is with the public health department of State Govt.
11	CI Spun and CI Soil Pipe	Fuelco Ispat Ltd.,	Central Govt. Deptts.	Firm has furnished detail in the standard format indicating relevant IS specification and their turnover is Rs. 96 lakh for the period April to July, 2011. These pipes are used for water supply. QA Wing has been requested to examine the firm’s proposal on 29.8.2011. Reply awaited.
12	PPRC pipes and fittings	M/s. Swastic Tubes Ltd. Delhi	Govt. Deptts.	ADG(J) has taken a presentation of this item and recommended this item for discussion in the Sub-Committee. IS specifications and details of other manufacturers have been indicated. This item is used for supply of hot and cold water for residential and industrial sectors. This is a substitute item for existing GI or MS pipes.
13	Fake Currency Note Detector	Lishain Inter-national	Central Govt. Deptts.	Firm has introduced a new model of fake currency detector with additional features. As Currently Counting Machine is on rate contract with ME Dte., case was referred to them for further necessary action to consider it as add-on item. ME Dte. has intimated the firm that their model BTF 06 could not be brought on rate contract, price being on the higher side.
14	Solid / Liquid waste handling equipment	Maniar & Co., Ahmedabad	Municipal Corpns. of State Govt.	Firm has not furnished details in standard performa. This equipment is used to handle solid & liquid waste and drainage cleaning. QA Wing was requested to furnish their comments on the proposal of the firm. This item is mainly required by Municipal Corporations, MES, etc. QA response is awaited.
15	Equipment/ Instrument for Gas Detection	Joseph Leslie Mfg. Pvt. Ltd. Mumbai	CPMF, Defence, PSUs, Railways	This firm has requested for rate contract/ registration of items Combustible Gas Detector, Local Display, Half rack control system, 6U Gas Monitoring system, FLP enclosure, Local Methane Detector, IR Gas Detector, Panel- Gas detection system, Gas Detection system using MMI & Low Cost Methanometer. Firm has furnished the governing specification, their production capacity and turnover for each item. They have been requested to submit the proposal as per our standard format on 16.8.2011. Their reply is awaited.
16	DWT Seed bags.	Poly Jute Laminators, Kolkata	State Govt.	The firm has requested to bring DWT Seed Bags required by the State Govt. on DGS&D Rate Contract. Firm has been requested to furnish the proposal in the prescribed proforma. Their reply is awaited. Since this item is required by the State Govt. Seeds Corporations, therefore may not be considered for bringing on R/C.
17	LED Lights	Auctus Lights Pvt. Ltd.,	Central/ State Govt Deptts.	As the firm did not furnish proposal in the prescribed proforma, they have been requested to give details of broad specification with regard to ISO/BIS Standard, S/Orders of Central Govt, etc. Reply is awaited from firm.
18	Flush Door	V.K. Patel & Co.	CPWD	Request of this firm has been received through HW Dte. Annual turnover of the firm is around Rs. 26 crore. The firm has indicated the relevant IS specification. Procurement of this item is under works contract on turnkey basis. This item does not appear to be directly purchased by various Central Government Departments. May discuss in the meeting.

Annexure-III

Items to be dropped from DGS&D Rate Contract

1.	Power Tools	WMT Dte.	The case was forwarded on 24.11.2009 to DQA Hqrs to finalize specification/technical particulars. DQA Hqrs. vide their ID Note dated 27.04.2010 stated that since there was no national/international specification of this item and all the manufacturers were producing the Power Tools as per their own proprietary specifications and design. Therefore, generalized TP cannot be made of this item. In view of the foregoing, it is recommended to drop this item and the same may be decided by sub-Committee.
2.	Diamond Chain saw & circular saw	WMT Dte.	For conclusion of rate contract for above item CCM was held on 22.09.2008 and 14.05.2009. The TP could not be finalized in the absence of complete details. In view of above, it has been recommended that item may be dropped from R/C.
3.	Educational Computer (Kompkin)	IT Dte.	A meeting was held on 05.07.2011 to finalize the technical specifications for conclusion of Rate Contract for Educational Computer (Kompkin) with the stake holders. During the course of discussion, it was noted that Educational Computer is a normal PC having software for educational purpose and we are considering separate Rate Contracts for PCS &PC software etc. and this software may be considered in PCs software item after getting the request. Therefore, it was decided that Educational computer is not Worthy for bringing on DGS& D R/C as a separate category and the subject case may be treated as closed.
4.	Plywood	WMT Dte.	In TPC meeting held on 28.07.2011 and it was decided that R/C may be awarded to eligible firms with price ceiling of HLPP + 5%. Both firms did not respond. Further, it was also noted that both firms were not eligible for all the items. Therefore, it was recommended by TPC to drop this item.

ADDENDUM

Fresh suggestions of new items for Rate Contract received from Firms

This is not a common user item and not required by Central Government Deptt.
2.	Floor cleaning Machine	Roots Multiclean Ltd, Coim-batore	Govt Deptts.	They have not furnished their request in the prescribed format but simply indicated that the machine has been supplied to Air Force, Army, Navy, Railway, etc. There is no indication of various specifications and other requirements as per proforma.
3.	Textile Items	Techfab (India) Industries, Mumbai	AAI, MES, Railways and PWDs	They have requested for wide range of products such as techgeo nonwoven geotextile, Techpave, Woven geotextile, non-woven geo composite, geotextile bags and tubes etc. (total 11 items). These items have been supplied to AAI, MES, Railways and PWDs. These appears to be specialized items therefore DS&D Mumbai may be asked to furnish their detailed comments whether these are common-user items and there is sufficient requirement from various Central Govt Departments.
4.	Tener Cartridge Ribon Cartridge/ Ink Jet Cartridge	SS Udyog, Kolkata		They have enclosed copy of the orders for procurement of zerox paper, HP Cartridge and computer consumables. It is not clear whether the firm is a manufacturer or trader of these items. Moreover, these items are being procured through Kendriya Bhandar, NCCF, etc. Details as required by standard proforma have not been given.
5.	Vinyl Coated Unpholstery Fabric (artificial leather)/PU/PVC leather cloth/ Synthetic leather	Manish Vinyle Faridabad	MoD, CPMFs & Railways.	They have not furnished the required details as per standard format. They have furnished only ISO certification and Memorandum/ Article of Association.
6.	Solar Road Stud (Solar Blinker)	Liberty Enterprises, Amarwati	CPWD, PWD & NHAI	They have offered product of M/s. Quingdao Astral Solar Intl. Co., China. This item is utilized as blinker on the road side and procured by contractors for government turnkey projects. No IS/BIS specifications have been indicated.
7.	Ceramic-steel Writing Board with built-in interactive features	Whitemark Limited, Delhi.		This firm is registered with DGS&D and requested for introduction of this item. Since Government is spending on upgradation of educational infrastructure and 90% of the educational institutions are owned by Central/ State governments, they have furnished broad specifications of the item. Details as per standard format have not been furnished.

8.	School Bags, travelling Bags, Sleeping bags	Amerandra Bijoy Mahajan, Kolkata	Railway, Defence, Etc.	Firm has not furnished the required detail as per standard format. Specifications have not been indicated.
9.	Advance Area Lightning Protection Systems – early Streamer Emission Technology	Unex Power Point Pvt Ltd., Delhi.		It is indicated that this equipment will prevent damage to electrical distribution system and sub-station. They have furnished product brochure and technical details as well as various test reports. It is indicated that this product has been approved by CPWD & MES. Copies of orders received from CPWD, AAI, etc. are furnished.
10.	Cloud telephony based Superfax, Super Caller, Emergency Response Coordn & Comn.	Knowlarity Comuni-cation Pvt. Ltd. Gurgaon		The purpose of this item is fax to e-mail and e-mail to fax services. The company’s total turnover is 34 lakhs. They have not furnished copies of orders received from any Central Government deptt. They have furnished the working sketch of their product.
11.	i-Author	Mediapro education Technology Pvt Ltd., Vadodara		This is a software to transform teaching ideas into multi-media lessons for use in classroom, computer lab and even distribute among students for learning at home. They have not furnished copies of purchase orders received from any Government department. They have not furnished details as per standard format.
12.	Seamless Tubes	Neo Seamless Tubes Ltd., Kolkata		This firm wants registration with DGS&D to avoid EMD for their projects with Indian Oil, ONGC, Railways and various PSUs. They have not given any detail of their product and have also not furnished details as per standard format. This item is used in turnkey projects.
13.	Electronic Scrolling Display	Nitiraj Engineers Pvt. Ltd, Dhule, Maha-rashtra	P&T Railways, Defence, Etc.	This item is used for advertising/informative tool to display product/policies. They have furnished details as per format but copies of purchase orders have not been attached.
14.	Asbestos Cement Pressure Pipes and Couplings	A Infra-structure Limited, Bhilwara		In fact, the firm has applied for enlistment of this item on DGS&D Rate Contract as they have been denied registration not being a RC item. They have not furnished their proposal in the standard format and have not furnished any required details.
15.	Cold Start Pilo Kit and spray Fluid Refil Can	KBC Inter-national, Delhi		This item has already been discussed at serial 27 of Annexure-1B.
16.	Solder Stick, etc. (13 items)	Emmes Metals Pvt. Ltd.		Firm has requested for registration of these items being not RC items. Alternatively, they have requested to bring these items on RC to enable them to get DGS&D registration. They have not furnished the required details as per standard format except for IS specifications of their products.
